On September 3, 2016, commissioned by the Fuyang Development and Reform Commission, Fuyang Engineering Consulting Institute Co., Ltd. held the review meeting for Preliminary Design of Interchange and Connection Project at the Intersection of West of Yingshang and Hefei-Huainan-Fuyang Expressway (hereinafter referred to as Preliminary Design) in Fuyang. The meeting was attended by leaders and representatives from Anhui Transportation Holding Group Co., Ltd., Fuyang Development and Reform Commission, Yingshang Development and Reform Commission, Yingshang Transport Bureau, Yingshang Land and Resources Bureau, Yingshang Urban Planning Bureau and Yingshang Environmental Protection Bureau, etc. Nine experts were invited to form an expert group. Hu Zhiwei, deputy president of the Third Branch of the ATCDI, and related design personnel from the Third Municipal Administration Branch, Traffic Branch, Bridge Branch, and Traffic Architectural Design Institute also attended the meeting.
The project, located in Shencheng Town and Jianying Town in the west of Yingshang, intersects with Hefei-Huainan-Fuyang Expressway. It is 10.2km away from Yingshang Interchange and 32km from Fuyang South Interchange. The project is composed of interchange and municipal connecting lines. The recommended interchange proposal is A-type single-speaker ramp overpass highway type. The 5-in 7-out toll station is set up, and the municipal connecting line is joined with the S102 and Guanzhong Avenue, one of urban trunk roads.
Yingshang Transport Bureau, the owner’s unit, made the introduction to the project background, and the ATCDI made the introduction to the contents of the Preliminary Design at the meeting. On the principle of “independent, impartial, objective and scientific”, participants and experts reviewed the Preliminary Design and related information.
The expert group agreed that, the Preliminary Design was basically complete in content, the overall design was reasonable, the design standards were applied properly, the basic data was informative and the chart was clear, so it conformed to the stipulation requirements and the depth of the preparation methods of preliminary design documents of related construction projects.
The construction of the project conformed to the overall plan of Yingshang County and made Yingshang County form the “one east one west” expressway entrance and exit layout, which was of great significance for improving the traffic conditions of vehicles on and off the highway in Yingshang, reducing the time and cost of vehicle bypassing, alleviating the pressure of vehicles on and off the highway on the urban road traffic and promoting regional economic development.
